The major objective of the RISE Program is to facilitate successful self-employment outcomes for individuals with severe disabilities.

The underlying premise is that in order to be successful in starting and managing a business, it is important to be well prepared.  The individual starting the business needs more than enthusiasm; he or she needs to have carefully evaluated the market opportunities--selecting a business where the opportunities for success are most likely--and be prepared for the challenges that inevitably accompany new business starts and expansions.

One of the most important, and perhaps least understood, elements of any successful business endeavor is choosing the right industry to enter in a specific geographic market area.  Careful evaluation of market opportunities in a targeted market area will make the difference between success and failure in a highly competitive marketplace. To help you make this critical decision on which market to enter, the RISE Program employs an analytical technique called the Targeted Industry Analysis (TIA) to identify industries where new businesses will have the maximum likelihood of success.

Briefly, the TIA has identified industries having fewer than the expected number of firms and, therefore, industries that are expected to attract and successfully absorb new entrants.  A close examination of the opportunities we have identified can enable one to select an industry with the right market, capital, and management mix ‑ an industry which not only fits your personal goals and preferences but one in which you will have a high probability of business success.
